good oral english normally comes after good written english.
being good at either does not come naturally to someone foreign to the english language. it takes huge amount of reading and i should say watching english shows.. and yes, you must have a good knowledge of the topic before you can actually open your mouth and speak your mind.

To improve your English you have to learn & use it again & again through chatting with people. You have to talk with people(Who knows & understand English). First time you will make mistake & even they can laugh at you but you must not give up if you give up then you will not be able to learn English. Just keep trying & learn it properly. Best of luck.

I'd watch a lot of english movies, catch a phrase here and there that I understand. Speaking it frequently helps a lot, as you're getting your mind used to it that sooner or later it becomes almost effortless.
