Assuming this is recent, you should get her to a doctor or an emergency room. It is possible that it is meningitis. Usually the bad headaches and neck pain are accompanied with light and sound sensitivity and sickness and vomiting. If these symptoms appear get her medical attention immediately.

I agree with sugar!
This time last year I was diagnosed with meningitis, with the same symptoms your daughter has! The test Sugar states is correct though. The inflammation of the spinal cord and neural system makes it near impossible to touch your chin to your chest.

You need to take her to a doctor, maybe even the emergency room, for some tests. It could be as harmless as the flu, but with those symptoms, you really need to check for meningitis, which can be extremely dangerous.

Okay this will sound strange, but is a relatively good pre-test for meningitis. If she cannot touch her chin to her chest without pain, you need to take her to a doctor urgently. Meningitis can be serious and can present with our without fever, but usually presents with fatigue.
Don't wait until it's urgent. Take her to a doctor.

Doctor is the best. To release some painfulness ; using ginger piece put on her neck to release painfulness. the ginger piece should be warmed up by fire. (not burnt, just warm)
