Be sure to call and ask your pediatrician tomorrow. I would think that maybe your child has allergies...do you have an indoor pet, or maybe mold/mildew?
Running a humidifier in the baby's room could be beneficial, also Vick's Baby Vapor Rub may help relieve some congestion.

There can be thousands of causes for chest congestion...You need to seek the advice of a doctor to find out what is causing it YOUR daughter. I don't know how to eliminate it because I don't know the cause. Again that is up to your doctor to determine. The best way to help with a child's immunities is through proper diet and exercise.

Definitely discuss this with your baby's Dr. It's unusual for a baby to get sick every month. Her immunity seems far to low. Is she in a daycare around other children? If so this could be the main cause or if she is around anyone who smokes. limit her exposure to both.Don't over use cough syrups. they tend to worsen the condition by suppressing it. She should take an expectorant during the day to help break it up and let her cough. at night use the suppressant so that she can sleep. rub a small amount of Vicks vapor rub on her chest or at the base of her neck. If she likes orange juice let her drink that over any other juice. If you like to cook make her homemade chicken soup with veggies in it. Its packed with enzymes that relieve cold symptoms. Limit dairy products, they thicken the secretions. My daughter is same age so I can imagine how worried you are for her. Good luck to her and God bless.

Limit her dairy intake because it tends to contribute to chest congestion and then push fluids and maintain a good level of vitamin C or a multi-vitamin. While a humidifier is good, invest in a quality air purifier, to get a lot of the allergens out of the air.

Sounds like asthma ,maybe even a mild case. Take her to a doc for some Ventolin and at night place a tablespoon of Vicks in some boiling water put it in her room at night and it will work as an instant vaporiser. My 3 yr old gets night time coughs and has asthma ,this is what I do and it works. Good luck.

it may be due to cold. use sweaters to keep her warm particularly during night. apply a paste of 'jayphal' on her chest. also keep her ears covered
