Get to know him. You might find out through getting to know him if they're official or not, just don't get to close and don't be pushy about getting info about them out of him. If he holds back from giving info, it means they're really really close, so don't try. If he's open about it, it could either mean he doesn't think much of the relationship with her, it's the beginning of their relationship, or he's a very open guy with ALL relationships. Either way, if he sounds extremely proud when he starts talking about her, back off.

Think about it this way, if you were his significant half in another country, would you like your boyfriend to pursue a relationship with some other girls when you are away? If your answer is yes, then I'd say go for it, if your answer is not, I guess you know what to do.

Think about it in the other person's shoe for a minute, imagine you are away in another country for whatever reason, and you have your boyfriend back home, he is starting a relationship with this other girl who you don't know, and this whole thing starts just because you are away, you might blame your boyfriend for not being faithful, but you would also blame this other girl who hit on your boyfriend, right? So would you like to be that girl who got blamed for breaking someone's relationship.

Long distance relationship is hard, and if the guy is waiting around for the girl, you could tell he is into this girl, so I guess you should just be friends with him for now. I'd say, don't make a move until you know more about him, know how serious he is with this other person.

Until then, stay still.

Good luck hun.

I'm a guy with a significant other .... in another country. but i got enough of having to call and to miss and pass awful nights for months, if u wanna pursue a relationship with this guy, go ahead, am tellin ya that my overseas relationship is hard for me and i would love to start a relationship, not cause i am unfaithful but cause i am sure a relationship with someone in another country cannot work unless you sacrifice ur life. i assure go ahead and dont even try to know him, tell him and he is more than willin. i wish it was me.

Stay away of any relationship with people from another country.
Different culture and you never know when they leave you, maybe pregnant too. You don't want to be sex emergency kit for them. They don't have any family here - do you want go there?.
So many question - not enough future.

If he is involved with someone at home and cheats on her, with you.You should assume he would also cheat on you. Don't get involved with him unless you like the idea of being heart broken!

it's kinda complicated if the guy is seeing someone else. you can get to know him on a casual basis... but try to keep things platonic. play safe... don't be competitive.
