there is a 1/4 probablity of winning a green card, 1st 50 -50 chance of winning the lottery, then 50- 50 chance of winning the visa as 80000 ppl are primarily selected for visa interview...

Of course the DV lottery exists. As others have mentioned, we give 50,000 US immigrant visas to winners. About 2% win per year, depending on the number of applicants: I have issued these visas to people who won after eight or nine years of entering every year, and to others who won on the first try.

The odds are long, but every year tens of thousands (or more) do win. It is all spelled out on the immigration service web page.

That's a myth, there is no green card lottery. Search for US visas on the web and go to the US governments site. It explains all.
