That really depends on the person. My lower back tattoo hurt the most during the outline process, and hurt the most at the outside, where there was no bone underneath.
Some people get an adrenaline rush or some such thing that blocks the pain out a bit. I got none of that, but I was still able to finish the tattoo in one sitting. Also, for some reason my left side is much more sensitive to pain, so this side hurt more.
It was also a bit painful over my tailbone. However, this was more heat and pressure, whereas on the outside it was a stabbing pain.

The more bony the area, the more painful the tattoo so yes it probably would hurt more than a more fleshy area. But if you're willing to have a permanent tattoo done that will be with you for the rest of your life you may as well put up with a little pain to make sure it's exactly where you want it. Just take a few asprin and grit your teeth!

I have only two tattoos, being on my left forearm, and the middle of my back up near my neckline. My neck one hurt like hell, but I still didn't cry or scream, I just winced a couple of times. I think it all depends on your pain threshold. I always thought mine was quite low, but it turned out it was actually quite high. If you syke yourself into believing that it is going to hurt, then it probably will. Think positive and remember only get a tattoo done if you are 100% positive.

I have a tat on the bottom of my back - didn't hurt that bad and your body gets used to the pain of the needle quicker in that area also. My tat spans the entire lower back.
The ankles, neck, face, feet, fingers are the most painful areas and the butt too. Easiest is almost anywhere on the back (I have 3 on my back upper and lower), legs (hubby has both calves done and he said it didn't hurt bad) and arms (both hubby and I got ours done, again painful but livable)

I have a butterfly tattoo on the base of my spine, yes it did hurt quite alot, but no pain no gain right?
don't listen to the guy who gave you a list of 5 reasons not to get one, this is the real truth:
1. it will hurt (Well duh)
2. it will mix with your blood (yeah but after 1 yr your blood has gotten rid of all ink traces and as long as there's no diseases, then it's safe)
3. boys/girls dont get turned on by them (that's your opinion, i know heaps of guys who find them sexy)
4. it costs money (nothing is for free)
5. there was this guy who applied for a job but wasnt accepted because of his tatoo. so he had to remove it which costs about 24 times larger than gettin one (getting a tatt on the base of you spine, you shouldn't even have that part of your body showing when going for an interview or working, what kinda trashy person wears mid drift tops and hipsters jeans to work??)

My first tattoo is on my lower back, it wasn't so bad. Then I have one on my upper back and front of my right thigh, I love em. I want to get the tootsie pop owl on my pelvis next, I also have piercings. If you don't mind pain you'll be ok, the outline will be worse than when you get it colored in.

Wont lie to ya, it does hurt, i took my friend with me and she was holding my hand while having it done and she thought that i was going to break her hand!!!
The most it hurt was when they were doing the outline....think of a needle being dragged into your skin.....the filling in bit is not so bad.
Even thoough it did hurt i want another one and im going to have another one....no pain no gain....but just make sure you get a tattoo that you will like forever!!!!! Obviously!
Good Luck!!! xxx
