Is there any other way I can find out the premises licence holder other than the certificate behind the bar? can I do it online - for free?

the premises license should be displayed, usually behind the bar, in a prominent place in the pub.
it should outline the holders details and the schedule which the license is run on, ie times of opening etc.
a premises license should not be confused with the personal license holder who is usual the landlord/lady who's details are displayed over the door
you cant find out on line who holds the premises license however your local licensing committee, usually located within your local council offices, will be able to tell you if you ring up or call in

It has to be displayed on a plaque above the main door to the pub, this is law. If not or your not in the area phone the local magistrates court and ask for the licencing panel and they will be able to tell you.

Its more than likely over the door, it has to be there by law to allow the sale of alcohol.

easy peasy, just look above the door of the premises and there should be a plaque with the licence holders name/names on it, if not then they are breaking the law

It should be above the door as you go in on a sign. I think its law that they display so and so is licensed to sell alcohol etc... also your local council should have the details of liquor licenses.
