Get ahold of Social Services as soon as you can. Tell them exactly what you know and who the parties are that are involved. You do not have to give them your name unless you want to. Also tell your parents. In fact, they will probably be the ones who need to call Social Services. Just please do something as this is a very serious situation that could turn tragic at any time.

talk to your friend that you want to help her & you need her full cooperation. get her out of their house & let her stay in a relative's house. ask a grown up (preferebly a relative) to help you report to the police. Since your friend is a minor, she might be placed in social security custody while the case will be processed in court. Court dramas are nasty, this is the time your friend will need you on her side. Ask a local church priest or pastor to help her heal & move on with her life.
I appreciate your concern for her. You are a true friend. I will pray for strength for both of you.

I think you should talk to her about telling a teacher or a police officer. Delaying immediate intervention will only cause more damage to her emotional state which can lead to substance abuse and other self destructive behavior. If she doesn't do it then you must for her. But please make sure your accusations are real as you can destroy someone's life if it's not true.

Find a safe place for your friend to stay, where her father can't find her. If she has bruises or marks from recent abuse, get her to a doctor to document it and have pictures taken. Then immediately call the police (if the doctor doesn't do it for you.)

i think you should get the police involved. this kinda of stuff happens alot. i think i would kill him. i think this is something that she should not feel imbarased about. it hurts me to hear about stuff like that because i have empathy and i am very understanding of how she might feel. tell she has a safe place to live as long as she is liveing with you. a smart think to do is to get the pigs involved or put a hit out on him or talk to the school counceler that is why they are there but i think it would be best to talk to a female school councelere insted of a male one. i hate guys like that. my father was like that so i understand. i dont belive she is worthless or ruined. she is going to have to be strong mentaly and emotionaly. i wish you 2 luck and i hope for the best. i understand.

Convince her to report it to a teacher (perhaps woman, would be better, in any case with one she trusts and has a good relation with), or to the police before it gets too late! They will handle it immediately.
Leave out her mother, chances are she might protect him or just deny any charges, out of fear of him (all though she knows).

You need to tell your friend to tell her mum and then it is important that she reports it to the police. She needs to do it ASAP, she can NOT let him get away with it. Then she needs to get out of the house and stay with either you or another family member either way she needs to get out
