Unless he was running around with his pants around his knees, he should not have either. Wind burn normally cause a dry rash like area or very dry, reddish skin. Frost bite will normally affect only fingers, toes, noses, ears at first, then legs, arms as the circulation continues to decrease. I really sounds as if he sat on something that caused a burn or a reaction. Do they hurt or itch? bright red or dark red? If you press your finger over the redden area, does the redness go away? How long has it been there? He might try taking benedryl (over the counter medication, follow the directions on the box, tho it may make him sleepy, try the first one at night to find out), use a topical hydrocortisone cream,, and if it doesn't start to improve in a couple of days, call the doctor and make an appt to see him or her. On the other hand If it has gotten worse since he first got the symptoms, he needs to go to the doctor now!

Wind burn really shouldn't go through clothing, it's usually exposed skin, did he moon anyone? lol just kidding there. I bet it hurts, it sounds like something might have bit him, maybe he sat on somewhere where there were baby spiders or mites, that would be the red welts and the red could be inflammation. What about fire ants? If not those, what about his clothing, was it washed or exposed to something different that could irritate?

I would say a hot epsom salts bath to soak out anything from a bite would be a good idea, then something to soothe things like solarcain that has lidocaine in it to numb somewhat and soothe. Calamine lotion to help reduce inflammation too. Caladryl is about the same if you can't find calamine.

If it's not better in 48 hours he needs to see a doctor.

I have noticeable this often earlier than you could have the T-virus. Lock your self within a room to hinder additional illness. You could have got to reduce the inflamed discipline off to hinder spreading of the illness in the course of your frame
