base of what: either a rectangle or an object in the form of a rectangle? ( is it the length or the width ) .

Base is the dimension along the bottom of the object.

However, your equation only applies to parallelograms.

Area of what? Please be more specific.

If it's the area of a parallelogram you're after, the base is the length of one of the sides, and the height is the distance from that side to the opposite side (measured in a line perpendicular to the sides, which also happens to be the shortest distance).
