Best time to go? Any time, the weather is nice. I have gone during the rainy season and missed the rain almost completely, It has rained twice in the 9 times I have been there. I say that because the hotel rates are a little lower in the rainy season. Hey it's just water.
What to see? Grand Palace in Bangkok, any of the Wats or temples. All the lovely women walking around after work. :-)) Also Pattaya and Phuket.
Hotels? I use www.asiarooms.com and you can double check with www.kayak.com for the lowest rates.
Women for friendship? that's a good attitude. Not desperate. Please read the articles or Tips on www.bangkoktonight.com or got to www.thailandguru.com for his comments on the Thai women. It's pretty accurate. I met my girlfriend on www.thailovelinks.com that is not to say it's the best. It's good and cost is okay. I would pick one or two to work with. There is a listing of dating websites at www.bangkoktonight.com and www.thaiwebsites.com that should give you enough selection. Many sites are a bit behind the times. Pick the woman you would like to meet and they pay and they will send you the "address" email or postal. Then you don't know how OLD that address has been there. Not good. Since beauty is in the eye of the beholder you pick which is right for. you.

2. It depends how long you stay and what your budget is like since you can travel around quite cheap but you need time for it.
3. Cheap Hotels/guest-houses are easy to find
4. and beautyful girls are everywhere especially in Bar's but watch out: they mainly want to rip you off...
