well I met this guy and whenever I talk to him, we really have a good conversation. so I got his number and we went to movies few days ago, had a good time and said bye,see you later etc. We see each other in public pretty often. So I'd like to go out with him more, but I don't think I should ask him again. Guys, if you like a girl, you would do something about it, right? So if he doesn't do anything, that means he's not interested in me at all, right? I'm not thinking of getting serious with him, just wanna be good friends and go on dates or something....He's a good and decent guy. He's 25, working and I'm almost done with my college.

Screw the "rules", do what feels right. If you want to ask him out again, do it. Some guys are just shy and/or clueless about women.
The guy I'm seeing now is like that. He hasn't dated in quite a while (mutual friend confirmed this fact)... While he has female friends, he says he just hadn't been interested in anyone as more than a friend until me (awwwww how sweet!) Because I realized he was just kind of clueless (out of practice?) I had to take the initiative and I'm very glad I did. :)

just because he's not doing anything doesnt mean he's not interested in you. i myself like someone and im just keeping my distance until i for sure know she likes me too
