By a good thermally insulated hoodie and a decent Carhardt style jacket to wear over it.

Lands end has some good multi layer coats..they will go from cool weather to really cold weather, depending on how you layer them, so really you get 3 coats for the price of one!
You will also need heavy socks, and boots, gloves, and a scarf!
Are you planning on being outdoors alot, in nature, or in the city?? If outdoors alot, thermal underwear is a must!
a good hat, is also a must, think something that fits over your ears!

I have hear layering is best. It also depends on just how cold it will get. If you see snow, you will want a hat, and possibly gloves - those make it soooo much better. If you can swing it, some micky mouse shoes. Those are shoes with an air pocket on the bottom to transfer the cold from the snow at a much slower rate. But if you don't walk in the snow much, you might want to skip this and just endure the minor walking you do in the snow.

A fleece jacket, a rain coat & pants. Anything that won't get you wet or cold.
