The guy sounds like a pervert who has no concept of proper boundaries! I would let him know that you will file a police report against him if he ever does it again! He touching you is a case of sexual harassment, and this is very serious. If you don't stop it now, he may just go further the next time.

I had this happen to me. This guy I called "friend" started running his hand on the inside of my thigh towards my crotch when I was sitting by him one time. I moved away far far away pretty quickly.
