I'm not entirely sure but maybe for when:
1) For when they empty the vaults/collect money
2) For days it closed (is it open 365 days a year)
3) For when they have to close (hurricane or something similar)
4) Or my favourite answer...the doors came with the locks (why pay to remove them)
