do i need special anchors, ties does it have to be a certain type of tent?

If it's actually going to snow you'll need a "4-season" tent, preferably single wall, made by a reputable manufacturer such as Bibler, Mountain Hardware, &c. You can get away with a three season double walled tent for one night if it isn't actually snowing, but you won't be as comfortable, as fighting condensation is the main problem in keeping warm inside a tent in the winter.

For setting up the tent you'll want to stomp the snow down thoroughly in the area where the tent will go, with snowshoes, skis, or boots, to create a packed level surface. I imagine letting it sit for a while after the stomping will help it to harden further.

To secure your tent you can use special snow stakes, ski poes, skiis, or stuff sacks filled with snow and buried. Digging any of those out after a freezing night might require some effort.

Of course you'll need at least one or two inches of sleeping pads and a sleeping bag sufficient for the temperatures you'll be expecting, warm insulating layers of clothes, Gore-Tex outerwear, insulated -40 degree or more boots, and regular camping or backpacking gear. (You didn't say if you're going campng or into the backcountry.)

lay a tarp donw then set up the tent on top of it

just insulted tent. deeper pegs, and rain proof top that cover the whole tent. and warm sleeping bag. just put like you would one in the fall or spring hon.
