Yes, but you need to add proper diet, and stay on an active routine. Just buying cords won't get you fit. Make a plan, write down your goals, and stick to it. There are TONS of differant workouts you can do with bands as well to work your entire body. I always reccomend them for clients that travel so they can take their gym with them.

No, they themselves cannot. However, if you pull on the resistance cords they actually can tone your body.

Yes-- they offer resistance just as free weights or nautilus machines would-- just be sure you are using them properly. As always, make sure you are making proper choices in your diet as well. What's the point in working out if your just dumping junk in? Check out www.shapefit.com

Anything with resistance will tone you if you use them consistently.
