Restoring Video Quality?

Good day. I have some poor quality videos here i recorded from the net. Is there any software out there i can restore the videos to close to good or good video quality? Thanks.

Yes but they cost BIG$$$ not worth the $8 thousand mark

If the video quality is bad to start with there isn't much that can be done to make it DVD quality.

No, you cant do anything, for quality. But you can increase brigtness or contrast using virtualdub.
