Mine says "Wisdom speaks". It is wisdom that is saying those things...

Proverbs 1:20
"20 Out in the open wisdom calls aloud,
she raises her voice in the public square;"

It is incorrect to say it is the "spirit" wisdom speaking... it is the author speaking as if He was wisdom... is is to say taht we should seek wisdom and heed what we learn from wisdom... all o v20 through v33 should be read as a whole.... but do not go so far as to hink it is a 'spirit talking... it is a call to wisdom for sure...and a man was inspred by God to write the words... but it is not to elivate wisdom to spirithood... any good teacher throughout the ages will eccho the same sentiments.... learn study digest what you learn, seek, concider... utilize what you learn with wisdom.... the same can de directred to the study of God's word and will for you... heed Him in His word and you "...shall be quiet from fear of evil"

Good words to heed whether or not you choose to accept all else God offers...

Proverbs 1:23="Turn you at my reproof: behold, I will pour out my spirit unto you, I will make known my words unto you."

Proverbs 1:24="Because I have called, and ye refused; I have stretched out my hand, and no man regarded;"

To get the entire meaning, you need to continue to Proverbs 1:33 - Its about God saying to his people, listen to me and I will help you, then it goes on to say what will happen if they don't.

If you had responded to my rebuke, I would have poured out my heart to you and made my thoughts known to you. 24 But since you rejected me when I called and no one gave heed when I stretched out my hand, 25 since you ignored all my advice and would not accept my rebuke, 26 I in turn will laugh at your disaster; I will mock when calamity overtakes you-- 27 when calamity overtakes you like a storm, when disaster sweeps over you like a whirlwind, when distress and trouble overwhelm you.

I gave you a couple extra verses to make it make a little more sense.
