Example: Column A is filled with data. In cell B2, I put in the formula "=A1". If I drag the B2 cell across, row 2 will fill in with the results in row 1. How can I drag the B2 cell across, and have it reference the cells in column A?

highlight a2 and b2 and grab the square black box in the right corner and drag across. It will autofill.

I would highlight the entire column - select copy.
Put the cursor in cell B2 - select "Paste Special" and check transpose. This will copy the contents of the column into the row.

If you want formula references - like B2 = A1, then let B3 = A2 and grab the lower right corner of cell B3 and drag across the row until all the cells are copied.

If you want a cell to always refer to the cell, you need to use what is called an absolute value. If you list the column as $A$1, this will always be the result of the column you are in. Note: Absolute values are indicated by $.
Experiment with this, it is very useful
