You may want to talk to your doctor, but it's pretty normal. My wife's best friend has a 4 year old that LITERALLY puts her fingers in there!!!!! I have to admit, I was pretty shocked, but apparantly, the doctor thought it was OK.

Probably a combination of both. Check her over well, if she is potty trained or training, the TP could be irritating, she may not be wiping well... from what all my friends told me when I asked the same question, it's normal.

Just keep an eye out for irritation and use a regular diaper rash ointment on her if there is.

It's most likely a yeast infection which is very prominent in little girls, especially if they're not potty trained yet. This is something to get checked out quickly. Only the doctor can prescribe cream to help, diaper rash cream won't do it.

She is probably itchy. If she keeps doing it, have her checked out, she might have a yeast infection. I know she is young, but it can happen from sweating down there, reacting to a soap, etc.

Could be both. Watch her and see if she is actually scratching. If so, she could have a rash or even a yeast infection (yes it can happen that young). If she is itchy, let her run without underpants/a diaper to "air out,"

It could be either. I have a 2 year old that plays with himself down there whenever he gets a chance. We try to keep his diaper on him and pants to cover them, so he can't just play whenever he wants. We don't make him feel like he's doing something wrong though when he's in the bath playing, it's just something little kids do.

Well your mom could be right or your little girl could be allerdic to something like bubble bath or a bath soap or the soap you wash your clothes in. so try using diff soaps and no bubblebath and see if that helps if not take her to the doc. She could also have a yeast infection or something. good luck hope everything turns out ok.

She could have a yeast infection like thrush. Make sure when you bathe her that you dry her properly but i agree that it could be a little bit of both itchiness or habit.

definitely not exploring, you should have her checked by a doctor soon even if you cant afford it at this time, more than likely they will tell you or prescribe some kind of lotion to sooth. might be some kind of rash because her body is still very sensitive, again, definitely not exploring.
