Hi Justin...this behaviour/condition is regarded as PICA --wool sucking. It's more commonly seen in cats who have been removed too young (not properly weaned) from their mother cat and/or most common in asian breed cats such as siamese.
Here's an article about PICA: http://www.vmth.ucdavis.edu/home/beh/feline_behavior/pica.html

Maybe the cat was taken away from the mother when it was a kitten , he or she does this for comfort , and it's a bounding thing they do to the one they trust .My kitten does that to me also , he was taken from his mother to early , some grow out of it , some dont . They do it cause the cat think your girlfriend is the mother and the cat looks to her for comfort. They do this when they are stressed or scared. It's a happy thing and she should be happy.

There is nothing wrong with her cat. Her cat thinks of your girlfriend as its mom, and this action mimics the action of suckling from the mother cat. Although the cat does realize that it is not getting any nourishment, it views it as a sign of love and security.

I had a kitten that sucked on my neck (think hickeys). The vet told me it was most likely taken away from it's mother too early during the weaning stage. If her cat is young, this could be a possibility.

It was taken away from it's mother too soon as a kitten. This has caused psychological tauma. The cat sees your g/f as it's mom now. I've seen this behavior in kittens and puppies I have rescued from being dumped after being taken away from their mothers too soon. When I first noticed this behavior I asked one of my many vets over the years about it and they explained it to me that way.
This is why I have always left my kittens and puppies with their mothers until the mothers themselves started weaning them before finding good<(key word!) homes for them.

The cat was taken away from her mom too early. She does this to make herself feel more secure. She will probably always do this.

I have a grey and black stripped tabby and he does this too. He did it alot when he was very small, but now he is a year and 1/2 old and still does it occasionally. It's very cute!
