Yes they can, but you have to also understand once they pump all this money into these projects, the same people move right back into them and tear the stuff up all over again. Which is very sad but it happens all the time. The community is trying to better itself but the people in those communities at times don't want to better themselves.

Yes! They can help a lot. The more people that support a community effort, the better impact that effort has on making the neighborhood a better place to live.

Yes, but it takes good leadership and lots of working together. And money. People don't like to admit that it takes money but it does.
