"If you immediatly know the candle light is flame, then the meal was cooked a long time ago" ?

It's from a TV show I watch and they have never explained it.

im thinking its from someone who just started english or it could be a word for word translation from a chinese or whatever proverb that makes more sense.

Candlelight dinner. Usually the candle are lit after the food is cooked.
