literally it means

the female donkey wasn't surly but the hits with a stick made her become that.

it means that at the beginning a person wasn't -mean, rude, taugh, etc- but the circumstances (life) have made him-her become that way.

The meaning is (as I understand it) that sometimes a person who would otherwise be a pleasant enough individual becomes sour and embittered as the result of bad experiences in life.
