in many states you have to go thru an approved class and have a number of hrs complete in the course before you are entitled to get your endorsement. it is just like any special endorsement on your license.

No. For a motorbike with an engine above a certain cc, you need to have a driver's license and take a course on how to properly ride a motorbike. Check your state laws.

Even if it is a small motor scooter or like dirt bike no because those vehicle are not street legal

No. You need a motorcycle liscence just like a car. You have to be 16 to get one.
