Since it apparently vibrates stopped as well as going then has to be related to either engine or transmission. Along with the previous answers, torque converter on automatic transmission comes to mind. Also bad motor mounts can cause it to vibrate by hitting the frame at mounting points. Front wheel drive cars are bad about this when they get older. Also a vacuum leak on the intake can kill one of the cylinders and make it run on only 3 which causes vibrations. Used to see this more on the carb models of escort, but can still do it on the injected models like you have. Don't forget the simple stuff like plugs and wires, or a bad injector as anything that causes the engine to "miss" also causes it to vibrate. Hope this helps.

I was thinking the same thing. (Balancing the tires) But then you said it happens when you stop too. Typically not a tire issue.
I am thinking that it is a CV joint. I would get this checked fairly quick. This is part of the steering and you don't want to mess with that.
The brake idea from Kenneth is also not a bad idea.

It could be a number of things. The spark plug wires could be bad, the distributor (or ignition pack) could be bad, or the fuel injectors (or throttle body) could be bad. Ask someone you trust to take a look at it and see what the problem could be.

you probably have a combination of unbalanced tires...the vibration at 60 mph...warped rotors...the vibration when you stop...this you probably feel in your brake pedal.

all these answers are could suggestions but you could also have knots or bubbles in the tires. if not you could try changing your spark plugs, plug wires, fuel filter, and depending on your milage if over 100k miles you might think about changing the timing belt or chain wich ever it has.
