In the OT, Zion refers to Israel, and Babylon refers to Iraq.

Babylon was a city founded on the Euphrates river in what is now Iraq. For many hundreds of years it was a major center of political and religious power in that region. Zion is a name for the Heavenly City as well as Jerusalem. That's why the Jews are often referred to as Zionists, although usually in a derogatory manner.

In early judiasm "Zion" or "the hills of Zion" were used of Jerusalem, but they later took on the connotation of "Heaven."

Ancient Babylon conquered Israel repeatedly, and finally took them captive, leaving a tenth of the people not taken as slaves. All the fittest, best, and brightest people were taken to the city/nation of Babylon, in modern Iraq. Because of the cruelty and legnth of the captivity, "Babylon" became a code word for everything the real Babylon had done to Israel. In the book of Revelation the word "Babylon" is used to describe the false religion and the capturing nation who, in the end-times, will rule the world before Jesus comes back to deliver His people from this, future, captivity.

Zion is used to depict the mount of God. It is also a description of the church, a place of refuge.

Babylon means confusion from the tower of Babel incidence. It was the center of false religion in the OT, a mighty world empire, and it is the system of false religion in the endtimes causing confusion for the world.
