Yes, a duck's quack can echo. This was explored on Mythbusters awhile back. What makes it sound like it isn't is the fact that the quack is close to the form of an echo, so it's very hard to pick up the reverb. They were able to isolate the sound enough to show that there was indeed an echo. As others said, any sound can echo with a reflective sound surface.
