Iceland - 313 per 1,000 people - adult literacy 99+%
Italy - 104 per 1,00 people - adult literacy 98.6%
India - 55 per 1,000 people - adult literacy 61.3%
Indonesia - 19 per 1,000 people - adult literacy 87.9%

stats compiled from a few places.
I'd suggest that it is based on literacy, easy of distribution, cultural factors such as historical newspaper uptake and alternative means of news distribution (magazines, television, internet, radio) eg Indonesia as a very linguistically diverse island archiplego is probably badly set up for daily newspapers and would tend towards TV/Radio and weekly or monthly digests. Iceland as a relatively small compact island with a distinct language and tradition of daily newspapers would tend towards a high takeup.

Well...

I know Japan has the highest!!! :)

The lowest... I would tell India... It is the poorest country (between the choices gaven)... and has a literacy rate under 60%...

Italy and Iceland are good "newspaper readers" and Indonesia... being almost as poor as India, has a literacy rate of almost 90%.

That has to mean something! ;)
