What are we going to do when we're short of resources such as water?

In your specific example of water, I don't think it's been said that we're running out of water, so much as running out of drinkable water. Since water in particular is critical, I would predict that desalination plants are created and fresh water that is poluted would simply be purified. Right now, it is cheaper to just use freshwater.

For fossil fuels, we will have to move to alternative fuels. As fuel becomes more expensive the alternatives become better options.

If, however, at some point, there stops being enough resources to keep everyone at the level they desire, it seems inevitable that wars will have to be fought over those resources. They may be economic wars or physical wars, but some battle will take place to determine who gets what.
