My sister got a hair cut about 7 months ago, but it barely has grown back. Is there a reason why it hasn't grown back?

Maybe, there is a problem with her hormones. If the necessary growth hormone is not there in your body, there can be serious consequences. i would suggest that you consult a endocrinologist and get to the bottom of the issue asap!!
