Where can I go to download an old copy of Paintshop Pro 5.0 for an older PC?

Paint Shop Pro is a retail program and was even in 5.0. You'll be lucky to find a free copy that is legal to download.

Your best bet would be to check for a computer fair (sometimes called computer show) in your area. They generally sell OEM programs up to 2 generations previous for much cheaper than retail. I got an OEM copy of MS Office for $60. Retail for that is almost $200 and its a fully legal copy (not sure its legal to sell, but that's the seller's problem, not mine).
