If your cat wants to go out you should let him out.
My cat comes and goes as he chooses as we have a cat flap in the door, and he goes out every night in all weathers.
Also there is less traffic at the time you mentioned above and cats are nocternal and can see the same at night as we do in the day.
My cat wouldn't be very happy if i stopped him from going out.
Cats are free roaming by law it's their right to go out.

I never let my cats out. It's just not safe for them out there, no matter what time it is or what the weather is like. Cars, dogs, people, birds of prey, raccoons or other wildlife (even in the city), poisons, etc. can all take a cats life... even if he's only outside occassionally. Calling him back inside after half an hour won't do any good if he's lying dead alongside the road.
Back in the day, when I had "indoor/outdoor" cats... I never had one more than a few years. Once I made them indoor only, I had one for over 12yrs (he was already an adult when I got him, so who KNOWS how old he really was) and another for 12 and counting. Even if a cat has been outside before, it's still possible to make them indoor cats. My 12yr old spent her first year outside and it did take her awhile to adjust... but she lives happily inside now.

Actually it depends on many things, not just the temperature. If you have to ask you must not have him very long at least not through the winter before.
In that case you can make a temporary litter box for him with an old cardboard box and some torn up newpapers until you can purchase some litter and a more appropriate box at a store. It should do in a pinch.
If you have not had him outside before I recommend you keep him inside. There are many dangers in having a cat get used to being outside regardless of where you live. In the country there are other animals and in more sub-urban and city areas there are cars and other people to be worried about.
If your kitty has been outside before but you are just not sure of the weather, and still want to let him out to do his "business" I recommend staying with him until he is done then letting him back in with you. This way you can be sure he is safe and don't have to hassle with litter training him.
I would rather litter train him myself and keep him indoors. Keeping my pet safe would be my top priority, ultimately the choice is yours, but the cold will not effect him much, he has a very warm fur coat and so as long as there is not prolonged exposure to the cold temps he should be just fine. Just remember he has a fur coat but the bottoms of his paws do not, and long exposure to cold would not be good for his feet. I am sure he could tuck them under him but would you really want your cat to be that cold and have to make that decision when you could just as easily bring him in.

You cat will be fine, it has a fur coat to protect it and they will always find the best places if the weather turns for the worst. Stop worrying so much and let the cat out. Or clear up the mess left behind!

Kicking the cat out at night is a myth. Cats love the warmth and on a frosty night like it is , -3 degrees your cat will much rather be indoors. Let him out for the toilet and then call him back in.

If you let him out on a regular basis anyway, when he gets cold he will let you know to come back in.
It probably wont be long before he wants back in so just make sure that you watch for his "I want back in" sign.

My cat a black long hair male he goes out every night if he wants to of not .Its a animal its meant to be out side.
