There's tons of salt deposits everywhere. Salt is mined. Pepper, on the other hand, is grown so there's a whole season worth of effort that goes into making it.

Because pepper want kill you and salt will think most things that are cheap(like beer,fast food,ect..) has a stronger affect on the body and breaks you down on the inside and outside.

Because there is more ocean than there is land. especially land that is suitable for growing pepper trees.
