You know your question is hard to understand to say the least. It is one of those questions that can go either way.
Look at your question...and read it...
you can mean that you really don't like him any more period.....or it could mean that you have had a change in heart about him and that you like him more than just a friend.
So I really don't know how to answer your question.

That whilst he's a nice person, you don't see him in that way and you're never likely to. Point out that he would only be settling for second best as you would never be able to invest the time in him that he deserves.

If you just don't like him romantically, then tell him that. If you just don't like him period, then just "break up" with this friend. You don't have to like everybody.
