There are shampoo's that help your hair hold curl, but your hair won't automatically come out curly. An old one that is tried and true is "Wash 'N Curl" and people have been using it since the 50's. You wash your hair, dry it, then curl it. Or, for better results, put your hair in soft curlers and let dry in the curlers.

You should try John Freida's Frizz-Ease in Curl Around. It is a shampoo and conditioner that is supposed to enhance curls, but I think you already have to have naturally curly hair for it to work. It's about $4.99 though.

There's another brand called Wash N' Curl, but I have no idea how well it works, because I've never used it. It retails for about $5.99 at Wal-Mart.

There are products to make your hair wavy. But for true curls it won't be possible with just a shampoo.
