I'm attempting to format a new hard drive by booting cd-rom, however after all files are copied, setup starts the entire process over again. I can never get into the final set up stage. Any ideas????

Are you hitting "press anykey to boot from CD" everytime?
This is a common mistake ... once your files have loaded and the PC wants to reboot ... don't touch anything just leave it to do it's thing
If you've upgraded e.g. put more ram into it ... could be an incompatibility issue

Also found this quote which makes sense : "When the computer restarts, make sure it does not Boot off of the CD again. From what you describe, it sounds like it keeps booting off the CD. The second part needs to boot from the hard drive and then it will grab all needed files off the CD"

when setting up win xp . frist of all ur trying to format .da . hadd you got pass that part then you enter .da set up now it copy .da files from cd to . hadd then restart .da pc ur see 2 options boot from cd or hdd. when you see it has copy .da files from cd 100% when it restart the do the last run if it says boot from cd or hdd. hight light hdd. then hit will go on and set up da last part of win xp

There may be many reasons for this problem. I can give you a link that deals with hard drive problems. Some hard drive problems can be easily fixed yourself by using easily available tools. I found the info at http://fixit.in useful
