Get in touch with the artist who did the work.
If they are any good at all they should have given you information for caring about the tattoo and invited you to contact them with any questions.

If the tattoo wasn't done by a professional, you might want to go to a clinic and get it checked for infection.

Need more info. What made it swollen? Is it new?
Try ice
If new, let it air out as much as possible
