Put a postcard up in the hall where they have meetings, if you can, and also in the local newsgents'. Ask if you can put something in the School newsletter.
If Brownies have changed their uniform recently it might be a while before new-style secondhand ones are available.
If your daughter has only just started, suggest you don't worry about it for a couple of weeks - one of my children loved it but the other stopped going after a fortnight.

My son is a webelo scout & I'm the den leader. We have a "closet" that we use for boys that need uniforms. You can ask your troop leader about it. You may also want to ask counsel. Our closet consists of uniforms that boys have outgrown or no longer need. When you speak to counsel tell them that you are on a tight budget. More than likely Girl Scouts & Brownies have some type of program too.

Speak to the Brownie Leader, other mum's may have some out-grown ones for sale (or even free).
You could also put your own notice up in the supermarket, under article wanted.
Good luck.

A lot of towns have a site you can join called freecycle people post things they are getting rid of and you can place a post asking for something. It is a really cool free site. Not only is the site free but all items are free. I have used this site and gotten toys books and even clothes, it really is a cool site. Justy eneter Freecycle in your browser and on the home page it will tell you if there is a branch in your town.

If your leader can not help you....I hate to say it, but try eBay or other online auctions. I got my son's 4-H stuff there for FAR less than buying new. That way, you can shop the entire country, and not have to do the leg work.

Contact your Girl Scout center -- many older girls will donate their uniforms when they grow out of them or need the green ones.
