Yes, but you seem to be confused about what "the heart" really is.
Sure we all have the organ called "the heart", but "the heart" when talking about emotions always refers to the location in our minds where we perceive emotions, which is a paradox, since there is more than just 1 place in the mind that controls emotions.
Good and evil are equally present in both the reasoning and emotional centers of the brain, since everything in the brain is somehow connected to everything else.
The mind as a whole is usually much easier to be aware of and control than just the emotional part of it, since our emotions are at least partly located in the back of the brain which is the most primitive and animal-like part, i.e. it is controlled more by instinct than reason and will.
So to answer the question, I will quote Jesus when He said "Where your treasure is, there also your heart will be."
To me, this means that both good and evil are created and/or perceived 1st by the mind and the heart follows the direction given it by the mind.

We are not just physical, and mental and emotional but also spiritual. Thoughts are to do with mental processes, memories, stores of what the physical senses percieve, of emotional states ( happiness, anger, sadness ..) etc. From my understanding the brain is just like RAM - computer storage - memory and recall. The mind is the processor dealing with thoughts, as in train of thoughts, dealing of complex patterns, etc.
As far as good and bad is concerned, psychology - the science of the mind doesnt have much to specifically about good and evil and where it 'resides' or comes from. I think good and evil and right and wrong are to do with the spiritual aspect of ourselves.
The old understanding of 'heart' is the spiritual aspect of ourselves.
As spirtual beings, it's our spirit from which comes both good and bad. As in the phrase "out of the heart the mouth speaks"
Like the phrase: when a man dies his spirit (soul) leaves the body. Though some make a distinction from even between spirit and soul.
The realms of the spiritual deal with faith, beliefs, values, morals etc. So we speak of values ( like not lying, cheating,killing) that we hold to because we believe it to be a 'good' or moral principle. This is just going from general dictionary definitions ( for these words) that makes the most sense. Although there are people who don't believe there is a spiritual aspect to ourselves.
Spiritually speaking, our values and beliefs affect the kind of heart we have ( and what comes out of it). Our actions, behaviour, words come from the kind of heart we have. Seeing it this way makes the most sense to me.

No. The heart pumps blood. Any judgments you make are made by your mind.
I suppose you could also interpret your question as "feelings" versus "reason", since "in the heart" usually means emotions while "in the mind" means reason. Have you ever heard of a crime of passion? Sorry, but emotion is not a good guide to being good, IMO. Reason is always much better.

Then people say that they believe, or love, or anything else with all their heart it's just a figure of speech. All such information is stored and processed in the brain... We are by our natures evil beings.. Jim

I would say it is not accurate. Goodness lies in his mind. Some people just like to believe that knowledge is evil.

God says the heart is "deceiful above all things" (Jer 17:9). That "all have sinned and fall short of his glory" (Rom 3:23). And that "there is no one who does good, not even one" (Ps 14:3).
Sorry, there is no hope of being good on your own. That's why Paul declares, "I know that nothing good lives in me" (Rom 7:18). God's standard is perfection (Matt 5:48). It can't be reached.......on your own.
And now for the rest of the story. But God can make you "good". Righteous in fact! Perfect in His sight. How? Through faith in Christ.

sounds like something someone wanted to 'pull one over on you' without you trying to use your mind to counter it would say. By trusting that first instinct response in your mind that people often confuse as the feeling in their heart it would make you much more gullable.
