It's definitely Arabic, La = No, Haul, not sure, but Strength sounds right, Wa = And, La = No, Quwwat = Power. So altogether, it would mean "No strength and no power".

I guess it should be followed by ILL'ALLAH = except God.

I'm sorry I can't be more precise, but hopefully this in conjunction with other answers will make things clearer.

it actually is an Arabic text which means there is no strength or ability without Allah swt.
