Because you placed this question in the R&S section, I think I know what you're asking. The phrase 'new light' is unique to Jehovah's Witnesses who keep saying their organisation leaders are receiving 'new light' from God whenever the need arises to update one of their ideas.
They quote a Psalm that talks about the light getting brighter and brighter until the perfect day, and interpret this as God revealing more truth as we approach 'the end'. This is their cover-up for false prophecies and mistaken ideas. Their leaders are not receiving 'new light' - they just keep switching their light on and off.

Yes, Jehovah's Witnesses use the phrase New Light, to describe progressive understanding.
Jehovah has been providing "New Light" since Adam and Eve.
The first being Gen 3:15.
Daniel said in Chapter 12 that Understanding would become abundant in the time of the end.
Revelation says after Armageddon new scrolls will be opened. (New Light)
Acts chapter 15 revealed new light on circumcision
Jehovah's Witnesses do not claim to write holy scripture as new light, but it is an honest humble study of God's inspired word that helps us understand the scriptures.
Some come from better understanding languages. Our understanding of ancient Hebrew and ancient Greek is far greater than in 1611.
Some come from archeology discoveries, (Dead Sea Scrolls)
Some come from changing world events.

Well my definition comes from the Jehovah's WItnesses. Its basically like, instead of saying that something they believed in was wrong and they've changed this particular viewpoint, they call it 'new light' from 'jehovah' and say he's the one who changed this viewpoint.
