From what I've been told:
Coke Zero is the diet formula based on Coke Classic.
Diet Coke is the diet formula based on New Coke (well, actually, back in the '80's, New Coke was derived from making Diet Coke not diet).

They based it on the formula for regular Coke. Diet Coke was a new formula, similar to what became New Coke.
