It should be at least 2 years old. It should also have cleared a CERF exam, be x-rayed for hip dysplasia and luxating patellae and be clear of epilepsy.

You shouldn't bred any dog until her second heat cycle. What you should be asking is "why do you want to bred your dog anyhow? Go on-line to the purebred rescues and see how many pomeranians are "homeless".
You wouldn't be asking how old she needs to be to breed if you were a professional dog breeder or show person. If you aren't either of those please don't breed your dog. There are far too many dogs in shelters because everyone who gets a pure bred dog thinks they should breed it!
Your dog will be healthier after she is spayed. Since you don't know how old she needs to be to breed you also must not know the breed standards or how genetics work. If you aren't breeding to "improve the breed" then you don't know what you're doing (no matter how "well-intentioned" you are).
Please be part of the solution, not someone who "adds" to it!

Most dogs are sexually mature by the time they're 6 months old and have gone through their first heat. Responsible breeders don't breed that early, however. Wait until the dog is at least a year old.
Dog pregnancies and whleping aren't always "lovely experiences"... Inexperienced breeders often do a lot of damage to their dogs because they are ignorant of the pitfall of breeding, pregnancy and whelping, puppy care, etc. If you don't know at what age your dog should be bred, you shouldn't be breeding dogs at all without first reading up everything you can on the subject.

do not breed her on her second heat cycle. wait until she is at least 2 and a half years old. dogs go into heat about 3 times a year and start going into heat for the first time when they are about 14-18 months.

A female Pomeranian will come into heat for the first time at around 18 months old. During her first heat she may be physically able to get pregnant and have puppies, but she is not emotionally mature enough to be a mother. It is better to wait until the second heat (heats are twice a year). Waiting until she is two years old is also desirable because it gives you time to test her for genetic diseases that could be unknowingly passed on to her puppies.
Signs of heat include swollen vulva, bleeding, and temperament changes. You will need to provide her with a doggy diaper/panties and sanitary pads (changed regularly). For best results, the breeding should take place twice, on the 12th and 11th days of heat.

I don't know much about pomeranians, but just to be safe most dogs need a a good year and a half to two years.

Hi small breeds are usually breed from on their second season...larger breeds are better around the third season as smaller breeds develop faster than some larger breeds in both the physical & mental..some larger breeds can be more immature...Regards Jake

Wait until the at least the second heat cycle, usually about 1.5 to 2 yrs old. But it would be safer to spay her.
