Prayer is masturbation. I wouldn't want Jerky Falwell doing either while thinking of me, and especially not in a public place.
Unwelcome "prayer" is always offensive, especially since most of it is wishing for someone to die, wishing for someone to burn in hell, or wishing for someone to be forced to agree with the violator.

I don't believe that it's offensive to pray for someone. Should someone feel offended if someone else spends the time and effort to offer them up in prayer?
Most likely, MOST prayer is unsolicited.

That depends. If someone wants to privately beseech their imaginary god on my behalf, no harm done. But I would be furious if someone prayed for me in public in a church service, like I once heard someone get up and pray that god would save her mother from her sins! That is rude, offensive, and totally out of line!
Similarly I once saw a church bulletin with prayer requests which included a person's name (not a member of that congregation) followed by the notation "pray for salvation." (The other people on the list were all church members who were sick or grieving or something like that.)
It would really frost me if somebody put my name in a church bulletin like that and asked people to pray for me to be saved - who are they to decide whether I am saved or not, assuming that there is such a thing?! It is an invasion of privacy and worse. If I had been that woman and found out about it, I would have sued for defamation of character or anything else I could think of. That really crosses a line which should not be crossed.

The way the question is worded makes it hard to know what you are asking. Is unsolicited prayer rude? Yes, it is.

Is it offensive to ask annoying questions, talk too much, pick your nose in public, fart and stink up the whole place, or make fun of people? People do whatever they want... at least praying is with good intention. I pray for people all the time... rather they ask me to or not.

No, it is not wrong to offer prayer to anyone. God calls us to do that. and whether or not they are offended or accept it is up to them. BUt if they say they refuse it, we must let them make their choice. even God gives choice. and lets us all choose our own destiny of heaven or hell by the choices we make.
Non believers should just know we pray because we care. Let us just care, it wont do you any harm. If you dont believe in it, how can it hurt you? whats the fear?????? just something I ask athiests to ask themselves.

If you don't believe in God or His power to affect your life, why would someone praying for you have any emotional effect; i.e. why would you be offended? It seems to me that you would just be amused.

By that - do you mean, for example, if you prayed for me without my consent? If so, then I would rather you didn't but if that floats your boat - go right ahead.
