Get a dog with a nice disposition and put him on a chain . You can get ones that attach into the ground. Put her out there to do her business and get air at times. The thing is to have a nice dog that will not bite if there is not fence. You do not want some kid to come into the yard and get bit.

Most dogs don't need fences with the proper training. But for your peace of mind and security I would recommend always having a fence, you never know what may come into your yard and lure your dog away. Maybe you should wait until you can afford a fence and then you will have more options on what breed may suit your family the best. Also you may want to contact your local Animal Control, in my city the law is that you have to have a fenced in yard if your a licensed dog owner.

Our dogs stay in the backyard when we're not home so we have a fence. But I suppose if you had a small dog that wouldnt be cooped up in the house then you might not need a fence. If you work with the dog as a puppy and teach it not to leave the yard, they wont do it. You'll eventually be able to throw the ball and play and not have to be concerned about it. I even dated a guy who's dogs would ring a bell on the front door when they need to go potty, they'd open the door and let the dog out in the front alone. He did his business and came right back and scratched to get in.

Keep your dog on a leash, that way your dog won't run into the street or wander away and you both get good exercise by going for long walks every day!! A good bonding experience for the both of you. Also, look to see if there is a dog park in your area. They have big fenced areas so your dog can play off his leash without you worrying about him getting hurt. Also, it's a great way to meet new people. Good Luck!!

A lot of dogs can do without a fence if they are properly trained. Without a fence though you should be with them whenever they are outside. My dogs ,a westie and a shepherd/husky/wolf do not have a fence but we always go out with them to play or for their toileting . I need to direct them if they want to chase after a deer ,skunk or the neighbors cat. If I can't go out with them they are on long leahes.

I have always had mutts and never had a fenced in yard. My dogs have always lived in the house and never go outside unsupervised. We, however, are outside people. We aren't the type of family you'll find in front of the TV every night after dinner. We are outside in our yard doing yard work, and playing with the dogs and our son EVERY night, whether it be spring, summer, fall, or winter.
We even have Jack Russell who knows his boundaries. Again, I have to stress the point though, that our dogs are NEVER outside unsupervised!

No dogs need a fence, I have a 10 month Lab and we dont have a fence. We have a tie out and a LOT of time spent with him, DO NOT BUY A DOG IF YOUR NOT GOING TO TAKE CARE OF IT!
DO NOT BUY A DOG IF YOUR GOING TO JUST PUT IT OUTSIDE, JUST TO SAY YOU HAVE A DOG.

Check rescues.
I have fosters that don't need a fence they go out do business and want right back in. The one breed most likely to want to do this is a pit. They want to only be with you. Every one I have fostered has been a big baby go out and want right back in.
I have had fosters that get out of my six foot privacy fence. I would rather them go to someone that has to walk them verses letting them out in a yard and think the pet isn't going anywhere.
