If you don't have enough money to go to the country where people speak that language then you should try the Pimsleur language technique. You will be able to speak a language in weeks. try it. it works. you can buy the cd's from amazon or ebay. They come in whatever language you may think of.
One thing though, the Pimsleur method is a conversational approach this means you won't really be able to learn how to read and write in a totally different language like chinese. However you will be able to speak quite fluently once you complete the course which doesn't take too long. you will need to invest 30 minutes of your time each day.
But it's quick and easy. believe me I have tried it.
in amazon or ebay you can search pimsleur spanish or pimsleur french or whatever.
it comes in short courses, complete courses etc. I suggest the complete course.

The easiest and only true way to learn a language is to go to the country that speaks the language you want to learn. There are lots of language schools overseas that set you up with a family who will only speak to you in the target language and since you are living with a local family, they are relatively inexpensive. Try not to go to a large city. The smaller towns are much more interesting and you will meet fewer English speakers. Don't be afraid to use the language! They'll appreciate your attempts!

As everyone says, there is no substitute for being in constant contact with people that try to make you understand their language. However, you can make things a lot easier for yourself and them if you do some study first; it can be pretty disheartening to be stuck unable to communicatte. It's partly a matter of confidence though - with goodwill, you can always communicate to a degree, but you have to not worry about getting things wrong. Another thing - once you've learnt one language, another will be easier, as you'll have overcome the mental obstacles that monoglots stumble on.
