Waiver of deportation.?

If ssomeone goes back after applying for waiver, would that serve the law,and can he come back lagally?

I hope it would be placed somewhere on your record, for reference.. so when applied to enter this country legally, there would be a note that you have come here illegally already.
Our government needs to spend more time checking into everyones background - those that apply to come here legally - just as other countries check our applications to enter their country.
