Start the frothing from the bottom of the cup and gradually, raise it up to get the actual foamy top - the highest it should be is about 2cm below the liquid level - you'll create a sort of whirlpool funnel if you're doing it right.
Of course if you're making hot choc or something like that, it's best to do the frothing in the pan while you heat the milk to just before boiling.

Try covering the top of the milk container with plastic wrap or tin foil with an 'X' or similar cut into it just large enough for the frother thingamajig to go through.
